AN INITIATIVE FOR THE ENERGY REFURBISHMENT OF MULTI-PROPERTY RESIDENTIAL BUILDINGS OF THE CITY OF PADOVA
A Financing Investment Tool for the retrofitting of housing and service facility buildings in the PADOVA area
Private residential buildings have one of the biggest shares of Energy Use at world level. CO2 emissions related to private buildings in Padova add up to a 30% of the total share: in fact the City has a residential building stock that has been mainly built in a period that had no specific energy codes and its energy condition put it in high need for energy efficiency interventions to cut wasting of natural resources and to comply with GHG emission reduction policies.
THE REASONS OF PADOVAFIT!
The actions included in the SEAP (Sustainable Energy Action Plan) of the city of Padova gave the formal go to apply to EU Co-Financing through PadovaFit!: an ambitious project whose ultimate goal is to support the energy refurbishment of the private-owned, multi-property, residential building stock of the city.
By subscribing to Padova FIT! the citizens of Padova can get:
…a better in-house comfort
…the reduction of energy bills
…the re-qualification of their building
…a reduction of energy losses and of CO2 emissions
WHAT TO REFURBISH AND HOW:
To re-qualificate one’s house is today possible through works aiming to reduce energy waste and, whenever possible, to install energy plants using renewable sources: the house will be more comfortable and its value will be boosted.
POSSIBLE CATEGORIES OF MEASURES:
Energy saving in Heating Plants: total and partial renovation of Heating systems
Energy saving in electric Plants using more efficient technologies (pumps, lamps, boilers)
Renewable energy Plants (photovoltaic and solar thermal)
General refurbishment (structural measures: Thermal insulation coating, window fixtures…)
HOW PADOVA FIT PROCEEDS
The project aggregates all the subscribing buildings to generate a critical mass and achieve favorable economic conditions and guarantee on the quality of the works to be done by the bidders.
WHO CAN SUBSCRIBE? (within the Urban boundaries of the city of Padova)

WHO CARRIES OUT THE WORKS AND WITH WHICH TYPE OF CONTRACT
An Energy Service Company (ESCO), in partnership with an engineering company, has been appointed to perform the works in the subscribing buildings and has become the PadovaFIT! Delivery partner.
The Energy Service Company is a firm that manages integrated energy services and that offers contracts with guaranteed performances, whose fees are directly connected to the achieved energy savings (energy performance contracting – EPC). An ESCO usually operates through Third Party Financing (TPF).
The “Guaranteed Saving” contractual mechanism makes it possible to repay the financial investment needed – that is anticipated by the Energy Service Company – with the savings generated by the refurbishment measures.
The Energy Service Company is therefore re-payed according to the real energy savings obtained with the refurbishment measures: the Energy Service Company finances (or gets financed) for the agreed-upon refurbishment project and executes the works.
The client is relieved from the duty of directly financing the investment and has higher guarantees on energy savings deriving from the refurbishment works.
The –Delivery partner has been selected through a Public Tender managed by the Comune di Padova. The Tender will be awarding a supply contract to third parties and its application field is outside the Public Procurement Code (Dlgs. 12.4.2006 n. 163 adopting Directives 2004/17/CE and 2004/18/CE).
PRE-SUBSCRIPTION and ENERGY AUDIT
All the buildings of the Urban Area of Padova can apply – in a non-binding way – to the PadovaFIT! initiative by filling up a form on the project website: www.padovafit.it
Each applying building is then backed up with a “Condominium Facilitator” that analyzes the building, assesses if it is technically suitable to be included in the PadovaFIT activities and consequently realizes a simplified and free of charge ENERGY AUDIT of the building.
Moreover the “Condominium Facilitator” willtake part into the Condominium assemblies to explain to the participants how PadovaFIT! works and which are the results of the Energy Audit of their Building.
WHAT’S A CONDOMINIUM FACILITATOR?
A “Condominium Facilitator” is a technician with expertise both on energy management in buildings and communication methodologies. The Facilitator is appointed by the Comune di Padova to contact the building Managers to:
lead the Energy AUDIT
define a formal building Meeting
participate to the formal building Meeting to explain the project’s goals and procedures and to collect the subscriptions
Each “Condominium Facilitator” was trained during a dedicated PadovaFIT! training course and has a formal permission to visit the buildings that state the interest to subscribe to the Project activities.
The formal subscription is done only after the Delivery Partner selected by the Comune di Padova has made a formal offer for the agreed-upon energy measures. The subscription is then formalized by a contract signed between the Building formal representatives and the Delivery Partner.
